I’m honoured to have earned your trust to continue serving as your Regional Councillor.
Thank you to everyone who voted, opened their door, asked questions, shared ideas, put up a sign or helped spread the word.
To my volunteers and supporters, thank you for your time, energy and encouragement. To your families, thank you for supporting the time they gave.
To my own family, thank you for standing beside me through every long day and busy evening.
To my fellow candidates and their families, thank you for stepping up to serve our community.
Whether you voted for me or not, I’m here to listen, work hard and represent you. Your concerns and ideas will help guide the work ahead.

My priorities centre on people, affordability, and the long-term well-being of Waterloo Region. They reflect the issues that matter to me and guide how I approach discussions and decisions at Regional Council.
Housing & Affordability
Housing options that reflect different needs, incomes, and stages of life.
Homelessness & Community Well-Being
A compassionate approach to homelessness and the challenges facing vulnerable residents.
Health & Access to Care
The importance of accessible healthcare, mental health services, and community supports.
Income & Food Security
The ability to meet basic needs and participate in community life. I will advocate to the provincial government for a Basic Income Guarantee to help reduce poverty and improve income stability.
Water & Environmental Protection
The long-term health of our drinking water, farmland, green spaces, and natural environment.
Responsible Growth & Infrastructure
Thoughtful planning that considers growth, existing neighbourhoods, infrastructure needs, and quality of life.
Transportation & Connectivity

Practical new tools for housing.
Waterloo Region needs practical new tools to help address housing challenges, and I believe a Municipal Housing Corporation can be part of that solution.
I am committed to helping move this work forward. I have been connecting with other municipalities, learning from their experience, and gathering ideas that can help guide the development of a strong and effective model here in Waterloo Region. My focus is on making sure we do this thoughtfully, responsibly, and in a way that delivers real results for our community.
Regional Council makes decisions about:
- Housing and homelessness
- Regional roads
- Transit
- Police budget
- Paramedic services
- Water and wastewater
- Waste collection and recycling
- Public health
- Growth and infrastructure planning
Waterloo Region needs leadership that is practical, accountable, and focused on results. Joe Gowing serves on Regional Council to stand up for residents and make sure the Region delivers on the basics: responsible spending, strong infrastructure, safe communities, reliable transit, housing that keeps pace with growth, and protection of our long-term water supply.
As our communities continue to grow, residents deserve a councillor who will listen, ask hard questions, and push for decisions that reflect the real needs of the people who live here. Joe Gowing will be a strong voice for taxpayers, families, seniors, and local communities at the Regional Council table.
